Joel 3:12 KJV
Let the heathen be wakened,
and come up to the valley of Jehoshaphat:
for there will I sit
to judge all the heathen round about.
(I.e. on every side around them).
- Last line in the NASB: judge all the surrounding nations.
Or in other words:
Wake up the people in all the countries! Bring them into the Valley of Jehoshaphat (place of judgement ). I will sit there to judge the people from every place.

Although some explain this to be Jerusalem’s neighboring countries, my opinion is that all the nations, from all parts of the earth, which have maltreated Israel; and not merely, the surrounding nations, the nations round about Jerusalem, will be judged. (compare Psalms 110:6, Isaiah 2:4, Micah 4:3, Micah 4:11-13, Zephaniah 3:15-19, Zechariah 12:9, 14:3-11, Malachi 4:1-3).
