Behold, I will raise them out of the place

and will return your recompence
upon your own head

Tire and Sidon as well as the borders (i.e. the regions) of Palestine are admonished not to avenge themselves (Joel 3:4). Do they think they may feel offended? The Lord (Joel 3:5,6) has a lot to say against them!
Great is their guilt, their evil, their iniquity before Him.
And the Lord also returns to that, just as He returns to what He once promised.
What have the nations done to His people?
He will return their retribution on their heads: they will know what the did!
