God is saying here that He wants to pour out His Spirit before He comes with His judgments on that great and awesome day of His wrath.
Joel 2:30-31
³⁰I will display wonders in the sky and on the earth,
Blood, fire and columns of smoke.
³¹The sun will be turned into darkness
And the moon into blood
Before the great and awesome day of the Lord comes.
The Judeans have responded to the call to repentance.
Therefore the Lord stands up for them again.
They will again receive the food from which they have been robbed by the locusts
Joel 2:18-19
¹⁸Then the Lord will be zealous for His land
And will have pity on His people.
¹⁹The Lord will answer and say to His people,
Behold, I am going to send you grain, new wine and oil,
And you will be satisfied in full with them;
And I will never again make you a reproach among the nations.
God Himself will destroy these evildoers; A part He will let perish in the desert, the rest He will drown in the eastern sea (the Dead Sea) and the western sea (the Mediterranean), which will be so full of bodies that the smell of dead bodies arises.
Joel 2:20
“But I will remove the northern army far from you,
And I will drive it into a parched and desolate land,
And its vanguard into the eastern sea,
And its rear guard into the western sea.
And its stench will arise and its foul smell will come up,
For it has done great things. “
The cattle will also have to eat again
Joel 2:21-22
²¹Don’t fear, O land, rejoice and be glad,
For the Lord has done great things.
²²Don’t fear, beasts of the field,
For the pastures of the wilderness have turned green,
For the tree has borne its fruit,
The fig tree and the vine have yielded in full.
The LORD comes and will restore his land and his people (Joel 2:24-27; Compare Psalms 65:10-14).
How wonderful that His power is greater and more powerful than that of the locusts (Joel 2:20, 21)!
Joel 2:23
So rejoice, O sons of Zion,
And be glad in the Lord your God;
For He has given you the early rain for your vindication.
And He has poured down for you the rain,
The early and latter rain as before.
In verse 23 it says that the Lord gives the early and the latter rain.
○ The early rain comes in October, November.
It is necessary for the winter corn to germinate and grow.
○ The spade or late rain was of great importance for the harvest.
That rain fell in Israel in the spring.
If that late rain failed to materialize, you would not receive a harvest (Compare Proverbs 16:15; Job 29:23).
That rain is ‘essential’ for the harvest.
He will give an outpouring of the Holy Spirit, which the elderly, the young and even servants will experience (Acts 2:17,18,33).
Joel 2:28-29
²⁸It will come about after this
That I will pour out My Spirit on all mankind;
And your sons and daughters will prophesy,
Your old men will dream dreams,
Your young men will see visions.
²⁹Even on the male and female servants
I will pour out My Spirit in those days.
Before the day of judgment comes, there is still a tremendous opportunity to come to faith and be saved (Acts 2:19-21).
Joel 2:30-32

whoever calls on the name of the Lord
Will be delivered;
For on Mount Zion and in Jerusalem
There will be those who escape,
As the Lord has said,
Even among the survivors whom the Lord calls.
God wants to have mercy and give restoration.
The Lord also wants to give His Spirit richly in your life.
He gives salvation in Jesus, but also life and abundance (John 10:10).
Open yourself up to that.
