Gathering together all the chief priests
and scribes of the people,
he inquired of them
where the Messiah was to be born.

Herod put the question of the Magi to the Jewish High Council (the Sanhedrin), the judicial and executive power in Jerusalem during the Greco-Roman period.
The Council decided in both political and theological matters.
The Supreme Court consisted of seventy-one members, representatives of three groups:
▪︎ the chief priests (the governing committee),
▪︎ the elders (heads of prominent families)
▪︎ and the scribes (Matthew 16:21; 27:41).
Often only two groups are mentioned.
