And the scripture was fulfilled, which saith,
And he was numbered with the transgressors.
The New American Standard Bible puts this verse between brackets and has a footnote saying that early manuscripts do not contain this verse

“And He was numbered with transgressors.”]
The Revised Version omits this verse, but has a footnote saying: “Many ancient authorities insert verse 28” followed by the text of the verse
The reason for putting this verse between brackets, or omitting it completely is that early manuscripts do not contain this verse, and maybe as secondary reason that this verse is similar to Luke 22:37.
It does not appear here in any New Testament manuscript prior to the end of the 6th century.
