When Herod the king heard this,
he was troubled,
and all Jerusalem with him.

The inhabitants of Jerusalem were startled to think that a contender to the throne might have come. They were not afraid of the new king, but they were afraid of Herod and his reaction.
They expected the worst from him.
We know that in the last years of his life Herod killed his sons Aristobulus, Alexander and Antipater, but also had a number of suspected Pharisees killed.
